I think what will really make a difference is Harbaugh going back to the NFL, my guess would be Bears or the Chargers.

Helpful? Yes. The ultimate factor? No. Has there been any indication that Harbaugh was his reason for potentially going to Michigan? Not to mention the NCAA is a feckless organization that has no real power anymore

Yeah the 2015 game they may as well have put an ad in the paper with all our signs calls and terminology for that game.
