Why would they start following rules suddenly when the rules are so lax? Recruiting sites have literally been spilling articles saying these portal kids(including the gluttony not "official") are already lining up their next destination. They wouldn't do that without credible information. They can't publicize the who's and where's but they give snippets.
When Jordan Addison was allowed to go to USC though Pitt had evidence of tampering and filed a grievance, the precedent was set. There are no rules.
