Yes, past efforts have been mostly successful.
When I first saw the subject line, I thought it was a play on words, since LSU currently has a pledge from defensive end Jarrell Cherry of Dallas Carter, one of the top defensive linemen in the state.

Man, seeing 2012 above Corey Thompson is really strange. I mean, only 2 of the 2014 guys are even still on the team.

LSU could probably fill the entire class with 4 and 5-star Texas kids in 2018.. The state's 3 top programs are a laughing stock.

UT is way ahead in top 10 talents in that period ('09 - '17) with 28 total.
Its painfully apparent how much their current performance is affecting their recruiting prowess.
21 of those 28 came BEFORE 2013 (averaging 5.25 every cycle).
After that they've averaged 2 per cycle.
LSU certainly took advantage of that. We've picked (only) 8 top 10 players out of Texas since 2009. 6 of the 8 (75 percent) came AFTER 2013.
That points to about 4 years of mediocrity before the in state recruits start going elsewhere (Texas went 13-1 and played in the national championship in 09. They went 30-21 from '10 to '13, and 16-22 since).

Look at the number of Texas kids LSU launched to the next level or will soon be at the next level and look at the number of kids the Texas schools launched in the $hitter!

Looks like they were on their way. Now it looks like they've pissed it away with poor coaching choices. Starting with Sumlin, including Chavis, but coordinators/position too.
A couple years from now (maybe now?) we may be able to look back and tie it to Sumlin. If the perception and actuality is that he was burning through coaches to save himself, then it indeed is on him.
ETA:
beneficiaries- most want to say TCU, but they were competitive anyway and their recruiting hasn't changed that much and have actually declined on the field compared to right after Mack was fired.

No expert in this stuff but if there were 3 Texas commits to keep an eye on I’d say the following and reason.
Jalen Green-From the 318 by can’t remember exact location, has family in or from Rayville, LA
Brennan Eagles-Mom is a Baton Rouge native and he was born in Baton Rouge
Keondre Coburn-Very Unlikely but goes to Spring Westfield. If you’ve been to Spring, TX or North Houston, you know that it seems that almost half the residents have Louisiana ties. One of the coaches on the Westfield staff went to Southern(Baton Rouge tie) but Head Coach at Westfield is the brother of the Texas TE coach. Same reason Herman was able to pull in Ed Oliver and almost Tyrie Cleveland
