Is CLK going to sign 15 to 20 every year and save places for transfers?

I guess I am thinking saving money for proven college talent instead of spending a lot of money on HS kids.

I would say yes. Around 20 high school and 15-17 ish transfers seems to the sweet spot.

i would think that, yes, this is going to be his MO...

the question will be how much will boosters continue to pony up, year after year, to see him produce results...

You can’t build a team through high school recruiting anymore

Only 30% or so of each class will stay

Perhaps that answer depends on the results.

Sign all of the high school recruits you can, fill in holes with the transfer portal.

In the system as currently constructed, yes. Be crazy not to. When the 1 transfer rule becomes the standard, HS recruiting will be paramount to sustained success.

Elite/starter level kids in a largely condensed portal market will be extremely expensive due to scarcity, particularly at the priority positions, QB, WR OT, Edge/DE, DT and CB. Will be much cheaper to pay them as hs recruits, develop and then retain them. Most starter level kids will save the 1 time transfer for when the market is most beneficial, about 3 years down the road.
