For LOI, yes scan and email would work. For secure documents for the government and hospitals, no.

Fax machines are still very commonly used in a few fields...healthcare is another example.

This thread every year, and every year the same answer. You are ignorant of the continuing importance of faxing and in the end, it's basically the same steps as whatever it is you would prefer.
