Just because it was posted on April 1st doesn't automatically mean it was a joke.
The comment seems too specific to me. He didn't say we could see a "Tech/Science" board on the horizon, or a "Health/Fitness" board on the horizon (or both)...he specifically selected "Technology" despite the fact that the OP promoted both.
Additionally, it doesn't seem to align with the nature of April Fool's jokes in general. Generally, April's Fool's jokes are ostensibly over the top, designed to elicit a few laughs. Lying about something that would be positive and beneficial doesn't quite seem to work, at least in this context.
It's akin to someone saying, "We've found a solution to eradicate world hunger", only for them to come back saying it was an April Fool's joke. It just doesn't seem to fit.
Finally, he's the owner of this website - it seems like he would be above trolling members of his website on something they genuinely wanted. He didn't troll those who asked for a Music Board...

He made one post on the topic in spring of 2011, saying he hopes to implement one, but couldn't say when.
And then in March of 2012, he confirmed it was coming, and that he just needed to work out the rules for the board.
The board was then active 3 weeks later.
Edit - Additionally, Fred has posted twice that Dhilip has been thinking it over. I simply don't see why they would repeatedly troll members on this particular request, but not similar requests for other boards...
