I squats it? Or is there a better way for quick gain in this area?

Hurt my ankle and can't do squats or lunges, so I started doing this with dumbbells tucked behind my knees and have seen a lot of gains.
Basically start on all fours then curl your foot up over your butt, then down and repeat

Have to walk up 300 flights of stairs with a small person on my back

If this is a test of some sort, you'd be best served by weighted carries up stairs for prep

Agreed but the problem is I really have no access to stairs the next 2 weeks, as strange as that may sound, and no, I am not in prison

Then sandbag lunges. Access to heavy sandbag?

Do some sort of weighted step ups. Do it on a box, bed, books, small chairs, etc.

Lunges, GHDs, back extensions, stretching, back roller used on glutes, all helped me strengthen my hips and glutes. Start stretching better at the end of your workouts. This will help recovery too.

why?
well. i suggest getting a ruck sack and put 50-60 pounds in and get to it.
honestly with such a short time frame, you need to do the specific movement and build your way up to that flight.
just my opinion but everything else posted here has solid advice

Try to do some weighted carries. Whatever you can find. Sandbags, log, barbell, something. Don't over do it and try it every day. To be honest, 2 weeks isn't that much time to make much progress. If you just get stronger overall, it's going to help. Just get the hips and glutes warm before you do this.
