He wasn't fined. His PIP money that he is owed (I didn't really pay attention enough to know if it is PIP from last year or this year) from the PGA tour was reduced by 3 million for missing his second elevate event.
ETA: Well, I guess the wording was "fine". I was incorrect.

It is odd since he lead the charge for change in regards to the PGA tour in response to LIV, that he doesn’t even do some of the select events.

This is interesting. I happened to finally finish Full Swing last night and near the end Rory was sitting at a table with one of the tour guys talking about how upset the other players were with the mandatory events. Then he went on to say, “I’ll tell them in very few other pro sports do you get to choose where and when you get to play.” Basically that he’d tell the other players to suck it up.
And now he misses a mandatory elevated event.

LIV would require him to play more tournaments with a more grueling travel schedule as well. Truth is he needs to suck it up. They got more money, that comes with a cost as both LIV and pga players are figuring out

It was a prearranged split of 25% up front and 75% at the end of the following season. Any nonfulfillment of the requirements of the PIP program, such as playing in mandatory events, would be deducted from the remaining 75%. It's not like they simply didn't pay them.
