So, on the replay they said he is allowed to ground his club there but not improve his lie. Clearly he improved his lie, my question is why is he allowed to ground his club? It looks like a bunker to me

It's a waste area. He's allowed to ground his club and I think remove any loose impediments.

He grazed the sand twice with practice backswings in the waste bunker.

Look at the other video in the OP. He's done this before today. He knew what he was doing. This waste bunker topic has come up before though, and Kuchar was allowed to improve his lie; so maybe Reed shouldn't be penalized at all.

The tour hates waste areas for this very reason. There’s a video of Jim Furyk at Harbor Town removing loose impediments (legally) and it ends up looking like his ball is teed up when he’s done.

You can ground your club in bunkers now and he brushed some sand. You can also move loose impediments in bunkers this year. I have no problem with what he did.

Meh. He said the camera looked worse than what it was. He didn’t think it improved his lie which wouldn’t be a penalty. He accepted it. No player will talk about it.

It wasn't. It's defined as a waste area. Thus he was able to ground his club. That's also why you saw his caddie in the waste area with him.
