Publisher, not a developer. Acclaim bought them up when MCA / Universal dumped them after the Enertech line of toy guns became a shite show.
Not sure that outsourced "ghost developers" count but Micronics should probably be on here after a number of abortions they put out including the NES versions of Ikari Warriors, Athena, 1942, Tiger Heli, etc.
