Why can't we have this zombie game?

1. Persistent world
2. Colonies that explore cities (dungeons) for supplies
3. Colonies that can trade or raid each other
4. Single zombies, small batches, and huge hordes
5. Stealth focused (like Last of Us)
You could use a real world map. Imagine the conversations:
"Tonight we're running Progressive Field."
"Awesome! I need an Indians jersey to complete my set."
NPCs types:
1. Helpful - Merchants, traders
2. Neutral - Quest givers
3. Harmful - Raiders
Setting up static defenses for your bases that protect against hordes and against raiders.
Vehicles exist, but fuel and repairs are rare. Literal raid targets might be a full gas tanker.
Co-operative PvP. PvE servers available.
Post-apocalyptic environments with overgrowth and real-world landmarks.
Expansions would be additional parts of the country. New expansions might be Atlanta, New Orleans, Houston or San Diego.
Areas have benefits and drawbacks. Very cold locations see zombies freeze due to extreme temps, but survival becomes difficult and fuel for heat must be found.
Rivers provide food and drinking sources, but may incorporate floating zombies and underwater attacks.
Crafting and gathering become much more than a mini-game for the action. Crafting is the primary method for acquiring weapons. Raiding an old factory for parts and tools to machine gun components would be huge, for example.

Persistent world are bullshite if you can't build a 100% safe base if you spend countless hours on the game. Even if it required a rotation of your clan to man the base, it should at some point be almost impossible to destroy.
You could spend 10,000 hours on rust and someone can still destroy you base while you sleep.
That isn't my idea of fun.

I was gonna say it sounded like rust but with zombies.
I haven't played rust but it would seem casual players get the shaft since they can't get on as much and defend their base.

They do monthly wipes on the servers, so if you get into a post wipe server you start from scratch with everyone else
But monthly server wipes are annoying as frick after you spend tons of hours grinding for stuff

Wipes suck and they are somewhat pointless.
I watched plenty of Rust griefer videos. Those guys could get in and destroy ANY base no matter how well it was built.
That just isn't fun to me. As I said, if I spend an insane amount of time gathering and building up something, it damn well ought to be nearly impregnable. Those griefers could get into anything in just a few minutes.

After putting a thousand hours into Ark I can't do this anymore. A months worth of play time and losing it while you're at work sucks

I meant something like this, but you're right - having the players being able to attack static bases never works out well.
Events instead of free-roaming raiding hoards would probably be better. You could plan raids that, instead of going to the "dungeon", the raid comes to you.

Hear me out:
Wager wars.
The actual bases can't be attacked. But assets in the field can be. Like supermarkets and stadiums. The reward being something like the winning team gets more resources out it while they control and the loser gets less.
