Absolutely it is. It was slow for me at first but when I got to the Bloody Baron storyline, I was like a crack head. I couldn't get enough of the game after that. It's one of the very few games I loved doing the side missions just as much as the main.

It's an amazing achievement in a lot of ways but I didn't think it was that fun. Sort of similar to RDR2 in that way (although the witcher is definitely the better game).
The main problem to me is the combat just isn't that much fun. It's fine, it's certainly not bad, but it's just sort of run of the mill.
It definitely has some great aspects: world, quest design, some of the writing, etc.

traditional open world games have over-saturated the market thanks to lazy developers and greedy publishers. thankfully, people are finally starting to realize it and it is frequently discussed. the current meta is based around "checklist" gameplay and feels generic and plain, all in an effort for players to say "I got so many hours out of XYZ." Busy work games suck. Because this design is so easy to replicate, developers can crank out sequels for the greedy publishers every year or two. It's lazy, uninspired game design.

what? there are big hubs to explore with linear levels and sections scattered about. it strikes the perfect harmony of openness and handcrafted feel. things are paced perfectly and you dont feel the copy and paste nature like you do with ubisoft and EA games
extremely linear is call of duty, gears of war, old god of war games, etc. you are shoveled from room to room to engage in different fights. there is no exploration aspect. with the 3 games I mentioned, you can stray from the beaten path to find items, upgrades, etc, but you are still nudged along the right path.

It's kind of odd, but this is what Bioware did with Dragon Age Inquisition. I enjoyed it the one time I played through it, but I remember that being the first 'hub-based' open world game I played during this open-world phase.

Categorizing a greatest game of this generation is extremely subjective. Don't get me wrong, the Witcher 3 is phenomenal. But some of it falls flat. The combat in particular. It makes up for it with the world design and storytelling. But I can't say it's the greatest of this generation.

I'm fixing to download Witcher 1 and 2 so I can replay the whole series. The first 2 games were so incredibly good as well, despite 1's combat system being very primitive. The worlds they built in those games are just unreal, and the narratives are so so so well-done

The nature of the game definitely plays a role, but I think that's more due to Bethesda not giving a crap about story and generally sucking at it. Fallout 2 has a fantastic story and very good open world, it's certainly possible to have good balance in those games.
I'd agree with both of you about the too open thing though, the millions of side fetch quests in Witcher 3 add nothing to the game.
Dragon Age Origins is tremendously better than Inquisition due to the more focused story telling and lack of repetitive questing (among many other reasons, along with the watered down fighting system) for another good example of your point.
Balance is key, as with most things.
