Whats the best way to OC this, just in the BIOS? Nothing crazy just to 4.0 or 4.1ish. Or is the CCC's built in AMD/CPU Overdrive pretty good?

Go to the bios, set it to 4.0 (multiplier 20x). Save, boot to desktop, and download a temperature monitor program. Also download Prime95. Run blend test for a little while. 20 minutes, and hour, whatever you feel like is enough time - at least 15 minutes. The only goal here is to verify that temperatures are OK (shouldn't go over 55C) and that the overclock is stable to a point (doesn't BSOD).
If you're using the stock cooler, it's gonna be loud. However, a 4.0 overclock on the 8320 with stock cooling is doable. You just may not like the noise.

Alright I'll try that out tomorrow, I feel like this case has good circulation and it's right next to my ac vent so we'll see, if I need to get a Hyper 212 Evo I will.

Other than the scaling adjustment required in Catalyst, where is this info coming from that HDMI quality is any different from DVI at 1080p?

Higher refresh rates.
I had the same problem a few years back that he is. If he switches to DVI his screen filling issue will go away.

Not for 1080p, though. And even then it's only been a limitation with 4K and HDMI 1.4.

He did fix it by adjusting the underscan, which is an AMD (and maybe NVIDIA) quirk in thinking HDMI means TV with overscan (not every "1080p" TV shows the full 1920x1080, but rather accepts a 1080p signal and displays 1050p or something like that, so I guess AMD is afraid that if it doesn't compensate through its drivers, the user won't be able to see the taskbar). Now, if he has a version of the AMD drivers that resets the underscan at every reboot, that would warrant a different output choice.
I do still use DVI, mostly because my QNIX is a bypass monitor with no ad-board, so I don't have a choice. Otherwise, DVI is heading further towards obsolescence sadly. It's going to be all about displayport, especially when we finally see freesync.

Just wanted to say thanks for you help throughout the process.
Just checked my CPU temp after leaving it on all day and it's at 47 C which seems high for just idling all day doing nothing, so looks like I'm gonna buy a Hyper 212 Evo.

What program did you use to check that temp? The FX series supposedly have a bug that incorrectly displays idle temps. Besides, they only use an algorithm that calculates temperature rather than actually use sensors. Bios displays socket temperature.
Either way, the only true test of stable temps is under load.
