I inserted the AMD disc that came with the GPU and installed the CCC through it and upon reboot my screen is bordered all the way around by a solid 2 inches.

Maybe it's just an old or shitty driver, ran the auto detect/install off AMD's site and it found a newer and much larger one to install so we'll see if this fixes it.

Should've downloaded the latest drivers.

Also, I'm betting you are using HDMI?

In CCC:

The GPU scaling? It was already unchecked I had just checked it to see if it fixed it, neither did, also unchecked the bottom ITC one and nothing either.

I'm pretty sure that disc installed old drivers, a lot of new installs this time after using the AMD website's auto detector. See if that is it maybe here in a sec.

Same shite, when I uninstalled all the AMD shite to clean install the new download from AMD there is no issue, just whenever I install the AMD display driver my screen has a huge black border.

Found it, for whatever reason under scaling in CCC it's auto set to underscan 10%.

Okay so I have one last issue, my second hard drive the 1TB Seagate only shows 19.2GB free? It has nothing on it and is brand new.
