It is an app that force closes all non essential programs running.
the OS is designed to open an close things to conserve battery. if you run an app all the time it might leave it frozen in the background for future use. what the Task Killer does is it force closes all of these. The OS senses this and boots everything back up to properly shut it down (but this takes time). So when the user opens task killer again it sees all these apps open again. The cycle starts all over.
