I didn't do it till level 18 really, and I still used a lot of ammo too. There were a lot of goons. I do have a combat rifle with a three lvl rifleman perk. It wrecks a lot of people.
I found a quick powerful sniper rifle last night, with 80 damage. Uses .308 bullets though and those are hard to come by, so I'm not using much. Just sticking with the combat rifle for now.

Maybe certain quests trigger higher level monsters to repopulate areas. That would make sense now that there are roving groups of Minutemen and BOS guys along with vertibirds patrolling the wasteland.

I dunno. It took about 5 10mm shots per raider in the rescue quest.
How does Fallout do levels? Is it just skill points and weapon damage or does it have reduced effect when opposing higher levels?

I killed a Mirelerk (sp?) Queen last night with a Big Boy. It was fantastic. It was at the bottom where there was a pit and you go through an emergency door. At the top of the building there was a raider in power armor with a minigun.

Higher level guys have better defense and much higher hit points.
I was in one area last night where my 10mm was one shot killing everyone. Then another area where it barely put a dent in the HP so I had to switch to the 44.

Yeah..I went thru vault 114 at lvl 18 with Hella mods and Strong. Was pretty easy.

I had a power outage and I didnt save after I killed the Mirelurk queen at the castle after drying 10 times at level 8. I was pissed I had to do it again. So I went got my Big Boy and took Psycho and launched one Mini-Nuke at her and BOOM! she gone.

Is there a way to redistribute special points after the vault? I want to do idiot savant but put too many points into INT.

There's no way to reset. Which is too bad because Idiot savant is awesome, especially when it triggers for a quest.

Idiot Savant is always worth it, even with 10 INT. There's a huge breakdown on Reddit I posted in this thread somewhere.

I don't believe so.
Supposedly Idiot Savant is pretty useful even with somewhat high intelligence. If I were to start over, I would definitely go higher luck and lower intelligence/charisma. Luck perks are definitely better than INT and Idiot Savant makes up for the lower XP gained. And besides convincing people to give me more money to do their missions, I've only run into two somewhat legit speech check scenarios. Neither involved the "difficult" red speech check.

Don't forget that with high INT you are getting extra XP too. Maybe not idiot savant level, but you are getting a bonus.

At 3 INT like I have, I know where my next 2 perk points are going now.
By 29 I'll be savant lvl 2 with 5x exp procing 9% of the time according to that chart.
Quick save a reload until it procs every time I turn in a quest will be happening lol.
ETA: Power leveling by getting one quarter mastery and one cleansing the commonwealth mission, doing them in 20 ish minutes, then going back and quicksaving / reloading until savant procs (125 xp x5 or x3) twice will net about 750xp at savant lvl 1 and 1250xp at savant 2.
