Not sure if you know how this works or not, but as far as the exotic upgrades, you need your old item, one exotic shard (which can be purchased from Xur for 7 strange coins or you get one by breaking down an exotic item), and 7,000-8,000 glimmer. You give those three things to Xur and he gives you back the newer exotic piece, but you start over as far as perks and upgrades.

So I can upgrade my exotic armor to a higher cap, but it starts from scratch? Would that take me from 30 to 31 when I finished? Can I do anything with lengendaries?

If we're running hard mode vex raid you'll be fine with what you have.

Yes, no, and no.
Exotic armor's defense cap rises, but you have to start over with leveling up. Upgraded items do rank up quicker, though. Actually, I feel as if the new items in general rank quicker, because I maxed out the new hunter helmet I bought in just one day with one set of bounties, the daily, etc.
That doesn't take you to 31 by itself, though. 30's light total is 120, with 31 being 132, so you need 12 more light to get to 31. Your new exotic armor will only give you 6 more light when fully upgraded. You need to get two new legendary pieces from the vendors (which are 33 light) or one new raid piece from Crota's End (which is 36 light).
Nothing can be done with your old legendaries.
Like Totes said, you're perfectly fine at 30 right now. You can upgrade your armor or get your new piece before running tonight if you so choose, because even starting from scratch, the new exotic armor pieces start out at 30, so you wouldn't lose any light, just your perks.

Dude, I hope this doesn't seem weird, but knowing what you're going through and like I said in the other thread, being able to relate to the cardiology issues with my wife being a heart patient and watching her go through the open heart surgery, and also knowing that the cherry on top of everything will be the bill, I'd like to offer to buy the expansion pack for you.
I may not know you in real life, but you seem like a good man and no one deserves to go through things like that, especially with their child. Call it a Christmas gift or a get well soon gift for your daughter, but if I could help in some small way, I'd like to.
