It's Grimoire cards. They give additional details and information regarding specific items within the game.

got Atheon's Epilogue yesterday afternoon, FINALLY!!
and Xur has the titan helmet also. 30 here i come, right before it will be rendered obsolete!!!

Yeah he sold it last week also.
I'd suggest that if you end up buying Plan C or have any other Exotics that you haven't fully upgraded or started working on upgrading, wait until next Friday after the DLC drops see if Xur will be offering that weapon as one of the on his exotic reforge offerings. The reforging of the weapon will NOT change the perks, only the damage output.
If you decide to reforge your Exotic, you'll lose all progression and upgrades and start new but the upgrading time is supposed to be accelerated after Xur reforges the weapon damage to match the DLC exotics.
I decided not to break down the second Truth I got last night during the raid and will use that one to reforge and use my current maxed out one while I upgrade the other through bounties.
Same thing with any existing exotic bounties you may be running. Wait until AFTER the DLC releases because the weapon will automatically be upgraded to the new damage stats and if you turn in the completed bounty now to take delivery of the weapon, you'll get the current damage output and will have to wait until Xur offers that weapon as one on his weekly list to reforge.

Buy it and wait until Xur offers it as one of his exotic offerings to reforge next Friday. Get it reforged to increase its stat outputs and then begin upgrading it.

I'm not really worried about upgrading anything until next week when things get reformatted. I've read all the changes but I keep forgetting what they are. I just need to get all my coins from the weeklys tonight.
