If you get loot from him, he will only reappear after story missions. I'm not sure if it stacks, i.e. you complete two story missions and only take one gun from him, so he'll be there the next time you go to sanctuary without completing another story mission.

When playing co-op, it is always a race to find him. You are guaranteed to get better loot than you would find in a chest or from a quest.

It seems like the last few purple/blue guns I've found are shotguns, when I really want a good assault rifle.

Look for him in central locations that have main characters i.e. Moxxi, Marcus, Zed, Scooter, Roland, etc.

I enjoy those frantic searches when there is a full group in the game.
