They’re not officially made or distributed by Nintendo. Anyone can make them and then share them online. Either Biden campaign or Biden fan made them.
Anyone who has the game can customize and make Trump and MAGA hats and signs too.
Same goes for sports teams, LSU logos, etc. You can design anything.
It’s not as nefarious as it seems. Anyone can do it and share. Just need some people countering with some shareable downloadable Trump and MAGA signs.

Yes, anyone can make designs online and scan them in. I'm sure there are MAGA hats and signs already in the game. Hell you could put a sperm spewing penis with wings into the game if you really wanted to draw it and make the QR code.
Nintendo didn't have anything to do with this.
Saints posted on twitter of fan versions of jerseys and hats when the game first came out.
