I’ve seen this with parboiled rice...but those folks don’t really like rice.

2-1 ration of water to rice.

Boil water.
Add rice.
Turn to simmer.
Cook 20 mins.

Colander? Rice cooker? Keep it simple, all you need is a pot.

Ive always been taught that after your rice simmers for 20min over low heat, you should move the pot from the heat and let it sit for 5minutes without removing the lid at any time. It kind of gets the remaining moisture to go away without cooking the rice to mush. Always works for me.

Rice cooker. Rinse rice with cold water and dump, 1.5:1 water to rice. I'm prefer less starchy.

If you can find it, Toro brand rice is the best. It's a specialty strain from the Cajun Country rice company.
