Who is responsible for the creation of the "Chili Cheese Etoufee" recipe?

Apparently this dish is all the rage in the midwest and I'm gagging thinking about this bastardization of Cajun food with Velvetta Cheese & Chili mixed into Etouffee. What sick bastard thought it mixing chili cheese from a hot dog in with Etouffee was a remotely good idea?
