Try any of those little Chinese food restaurants--China Wok, China Bear, whatever. Just tell them you want plain steamed broccoli.

Any grocery store should have some on salad bar.
El Magey has very good steamed(No added stuff at all) veggies on their lunch and dinner buffet.
