What does "simmer 1 1/2 chopped ingredients" mean??? It's in both the white beans and red beans recipes. I assume it just means sauté all the chopped vegetables, but why "1 1/2"?

I think that was her way of writing "one half". Turn the number 1 to one, and it will make sense.
Your brain is trying to making it "one and a half" something because that is the style of modern recipes you have read in cookbooks, but you have to back off and read it literally.

Ahhhh, that makes a lot more sense. I bet you are right. I was just wondering if saying "one and a half chopped" was some sort of old school southern thing.

I think it's just an omission of "cups". I see recipes all the time where they omit a unit of measure, or mix up tablespoon and teaspoon abbreviations.
So, I believe she meant 1 1/2 cups in at that time and the remainder in at another. Either way, the fact that these recipes omit meat altogether, is hardly a "recipe".
