I think the solution / compromise is to put the new information in the stickied thread, and edit the title to show that updates to the calculator were made “as of X date”

It could, but people likely wouldn't see the announcement there. There's been a stickied post to let people know how to get the JC for over 10 years. Folks don't go there looking for news, they go there for the download links.

I do think it's fair to say that there may not be a one size fits all solution to sticky locations across all forums. OT gets a lot more traffic, so I get the reason there. Lots of people specifically come to the Food Board for recipes and the recipe threads. That's not really a news cycle sticky (like Charlie Kirk) that you'd see on the OT. So I can see an argument that it may make more sense to have the recipe thread, jamb calculator, etc front and center...errrr or top. I don't think we have an issue with it crowding up the front page. I mean, the last thread on the front page of the F&D board is from yesterday morning.

Why anchor the announcement, and so soon? This isn't like we have a spammer coming on the site, we have a long time contributor coming up with a new project, and honestly might have the most helpful tool on TD ever made.
