Thanks for pics: how does it taste? I can see battered chicken, plus bell pepper chunks, a few chili flakes, and a dark, minimal sauce. Is it sweet, garlicky, gingery, etc.

TBH, those look like a prebattered IQF chicken product.

There’s a Chinese buffet in Hammond, called China garden, that has a very similar dish called “black pepper chicken”.

Oddly, I'm finding 9 Dragon Noodle House and Chinese Kitchen on Sec of State website, but nothing comes up for Nine Dragon. Well, one place does but the address is Highland not Burbank.

Weird.

the taste is kinda salty with a little kick there at the end. almost orange chickeny but with a better kick. the cooked bell peppers definitely help.

It’s very similar to General Tso’s but a bit spicier I’d say. It’s still just breaded chicken chunks but instead of broccoli like General Tsos, it has bell peppers and chiles in it.

I can't think of anywhere else I've seen it.

Yeah, it's similar to General Tso's, but not. It's sweeter. Almost like a candied chicken. Think more like on the chicken and waffles end of sweetness.
