The risk of enough bacteria growing on your piece of fish to get you sick isn’t significant, but it is possible and does occur. The risk of you dying from said bacteria is low, unless you have adverse health conditions already (infant, elderly, pregnant, have an autoimmune disease).
But ... both of those risks are possible and do occur. Therefore when you ask if it’s safe to eat, knowing that the situation presented increases the possibility of the risk occurring, the answer is no.
If the risk doesn’t bother you, then go for it. But that doesn’t negate the fact that the risk has increased and can occur.

Ahhh...a technicality. So my OP I should have clarified Sure I would eat it.
I’ve eaten like that for all of my close to 70 years and not once have I had even mild distress. Beer tears me up and makes my colon turn to water. Tomato sauce gives me unsettling heartburn.
But you leave a ziplock of fried speckled trout out on the counter or in the cab of the truck for a day or two and I’m all over that like a Hobo on a ham sandwich.
Wear your seatbelt. It’s the law.

Some people are in higher risk categories than others. Foodborne illnesses effect each person different. The average healthy person, symptoms may be almost nonexistent to mild. Persons in a higher risk category, symptoms may be severe, possibly death. And just because you left it out doesn’t mean pathogens are present, but it does mean there’s a higher risk for them being present.
