can a restaurant charge a cork fee without a liquor license?

We went to dinner at a new place by our house. They tell you to "byob" because they don't have they don't have their liquor license yet. So we bring a bottle of wine. They give us a couple wine glasses and we have dinner.
When the bill comes, there is a $10 charge for "2 glass fees". They didn't tell us about the fee until the bill came. I asked if there would be a charge if we brought beer, and they said no because we wouldn't news glasses. This is clearly a way for them to still profit on patrons drinking alcohol. Is this a legit loophole to a cork fee? Is there even a need for one?
I was a little annoyed that we weren't warned, and I thought about writing a review, which I've never done before. Is it worth it? It's not about the money but the principle.

$5 to wash them? How am I being difficult? I paid the fee and even tipped on it. Sounds like you are being presumptuous.
Do you go to restaurants that charge $5 for a glass of water because of a washing fee?

It's bullshite and I hate restaurants that do that. I say either bring your own glasses or go extra classy and bring some solo cups.

Corking Fees are very normal, most of the time they are more than $10 too.

Pretentious? Jesus. We wanted to eat there and drink wine with our dinner. They have a sign out front that says byob because they can't serve it yet, so we picked up a bottle at a near by store.

FWIW, I've never brought my own alcohol to a restaurant before.

Looks like Louisiana is one of a few states that don't have laws regulating corkage fees.

I just have never understood the reasoning behind bringing your own wine. Should I bring my own beer because of an establishments shitty beer choices? How about Bourbon? Where does it stop? If they only serve Pepsi, can I bring my own coke?
If I choose a certain place to eat, I just roll with their options. Maybe I am just a simple man. I certainly wouldn't be shocked if they tried to recoup some lost revenue.
