Birthday Dinner in NYC

So I'm turning 30 next month, and since it falls right around Christmas I'll actually be in NYC with my family (don't know why, but they wanted to do something other than be home for the holidays this year). Trying to decide where to go for dinner the night of my birthday.
Would like it to be nice(r), but not looking to spend Per Se money either (although Per Se is definitely a bucket list restaurant). What can you recommend? TIA.
ETA: My birthday is two days before Christmas - I don't know if that will affect restaurant openings or not. I tend to doubt it.

Recently went to Robert which is on the top floor of the Museum of Arts and Design on Columbus Circle. Large windows overlooking the circle and Central Park. You'll probably spend between $75-$150 per person, depending on your dining habits, but it exceeded my expectations at that price point, and I say that as someone who has spent far more than that on dinner in NYC.

Quality Meat is pretty good, The water club is pretty good and has cool views of the east river, if you don't want to spend a whole lot I enjoy The Smith in midtown, Peter Lugers steakhouse is a little pricey and doesn't accept credit cards but excellent.

Not going to be in midtown, and frankly I prefer to avoid that area like the plague when I'm in NY

I found this place, has anyone been? Was rated one of the best new restaurants in the country for 2016 by Food and Wine Magazine.

I should also say that I'm avoiding steakhouses because I'm going to get my steak fix whenever I'm in Indianapolis for a wedding tomorrow - excited to check out St. Elmo.

If you really want something different, try out the Russian Tea Room. I went last year the week before Christmas and it was a good time. Band wandering around, lots of vodka, good food, interesting decor.

You know, I've always heard of the Russian Tea Room but don't really know much about it. Is it the kind of place where a coat is required? I'm not really into stuffy restaurants, if that makes sense.

I didn't think it was all that great. Maybe it was built up to me so much that it was a let down. The famous shrimp cocktail was a disappointment. The sauce was far too hot for me and I'm fine with hot. Spent a fortune there and it just wasn't worth it for me, but other folks love it.

but these menu's have hefty prices.. and I wouldn't go to either without a jacket. New York likes to dress.

Yeah I'm trying to temper expectations because I'm worried it's a restaurant that's been overhyped over the years.

It wasn't bad. I'm not saying that. I didn't think it was as good as the hype or the cost.
