Yes but North Carolina isn't a huge Hispanic state, the raw #'s matter.

White vote is up and black vote is down, should b enough to offset Hispanic turnout being up.

Saw that yesterday, but its 85 percent of a small number, white voting was up in NC as well about 40 percent or so. That is 40 percent of a much bigger number.

Keep in mind 2% to 4% (I'm using arbitrary numbers) is a 100% increase. But not that many voters.

Percentages of a certain race aren't of much value especially the Hispanic vote which can swing both ways.
