She'd rather interpret the constitution according to her personal agenda, and is "ashamed" to do so under a man elected by the people she is supposed to represent. For the people by the people is how it's supposed to go...

Gambled with house money IMO. If he is successful, it's a big FU to the doubters, if he wasn't, he was "looking out for the American people" and Garland gets in.
