you would be wrong. the basis for negligence is the failure to act as reasonable person under the circumstances.
this is another one of those useless, "feel good" laws that our legislators continue to waste time on and we continue to allow them to do it by sending them back every election. it's crap, plain & simple.

I'm about tired of all these cocksuckers trying to tell me how to treat my dog. If I want to shoot my dog I will do it. If I want to put the sonovabitch in a 14 karat gold kennel I will. If I want to let him run free without a leash and chance someone shooting him as a stray that's ok too. Just don't tell me what's best for my fricking dog.
