That's def a hand control of sorts, BUT it's usually mounted to the steering wheel to meet some driving standard out there in most states...it might be lower to meet the driver's inability to fully lift their right arm.

Jesus man, did you even watch the whole video? The hand controls are pretty obvious when they start dragging him from the car, and once he's on the ground it's pretty clear his legs have limited movement.

Okay, I watched the video again of him being removed from the car. That hand control on his knee is questionable. It shouldn't move the way it does when his knee is moving it. There is no way it should be that lose.
There is something off about it. I would expect something more like this.

But as for as the youtube thing, it really doesn't take long to see a video then make a comment.
