The city is “allowing” its own residents to bring their own trash for no fee due to their own inability to complete its required contracts

How is this a bad thing?
When I lived in rural GA, we didn't have trash service. Brought it to the dumps ourselves. Really wasn't that big of a deal. At least this say people can get rid of trash. I'd rather do that than have it piled up around my house..
