It isn't one or two, it is all of them. They can't keep waitresses, even prior to Covid they couldn't hire or promote competent managers, and they are struggling to even keep the doors open now.
All of this is said only as a fly on the wall of a few local branches.

I only go to the WHs where I see the entire staff smoking outside in the parking lot. Never had an issue.
