Southeast City with most upside?

So my sister's family decided to pull the trigger on Savannah after all PREVIOUS THREAD
Their comment "Savannah looks wonderful. Probably not the city with the most upside, but a major upgrade to Baton Rouge".
Got me to thinking, which city in the Southeast has the most UPSIDE over the next 5, 10 years?
Raleigh?
Greenville SC?
Charlotte?
Jacksonville?
Other?

I moved BACK from Greenville SC in 16....great place to live, but doesnt really have an ifentity or culture.

Only serious answer I have is Huntsville. Good city planning and a growing culture of engineers.

Athens GA and it's surrounding area (Watkinsville, Hull, Arcade, et al) has been growing like a weed for decades, and shows no signs of stopping. There's still plenty of room for decades more of growth. And now it looks like some high speed rail will be coming in from ATL and up to Charlotte (bypassing Greenville lolol) and that would make it boom even more.

It's relatively Southeast compared to the country as a whole, but Bentonville, AR may not be a bad choice.

It’s Raleigh, but probably too late if anyone’s trying to move there now. Homes within an hours drive of downtown Raleigh are receiving offers 50k over asking price the day of listing. In areas close to RTP, 3 bedroom townhomes that went for 150k 5 years ago are going for 350k now.
The suburbs are expanding in every direction and the number of high schools in the county has doubled since early 2000s

Eventually the entire 85 corridor from Atlanta to Charlotte will be one big city/suburban area. The Southeastern/Piedmont Megalopolis.
