Best or cheapest/easiest?
I'd say today the best way is through a MiSTer FPGA box (properly simulates NES hardware at the chip level instead of cutting corners like emulators do), or using a real NES modified with an NESRGB or HiDefNES kit and using an Everdrive cartridge to load ROMs.
Neither will be cheap, and neither are necessary if you just wanna play some Super Mario, but they are the "best."

I actually have that setup but there is a bad lag.
I'm going PC now. I found gamulator. But now I have to buy another kind of controller, it seems.

If you have a switch you can get nintendo switch online for about $20 a year and it includes a bunch of those games.

I use a Wii with Homebrew. I've played Punch-Out and haven't noticed any lag.

Fc twin on Amazon is what I use.
