I think Britta was the "foil" while Pierce was more a "villain" (but neither being outright either).

Shirley and Annie bounced between my favorite female characters depending on the episode, while Troy and Abed were too iconic to get upstages (though the Dean was downright hilarious in his own way, and if memory serves a lot of his introductions were ad libbed). Jeff was "the straight man", at least at first, but eventually they didn't really have one. Everyone was absurd in their own way, and it was awesome. I love how they didn't rely on tropes.
