I think he appeals to younger kids because most of his characters are basically cartoons. I never liked him at all, but not sure I'd say he was in the bottom five. I wouldn't argue to defend him though, as he wasn't very good. And some of the stories about him are pretty hilarious.

Garofalo has been funny in other things but she was doomed on SNL. They didn't use a single idea she had and she was mostly a background character. The writing was not just on the wall, it was writ in the sky in big burning letters that she was not going to make it.
Oddly enough, I think she's a far better dramatic actress than comedian. I could say the same for Sarah Silverman.

Both of these appear to be more due to recency bias than anything else.
I mean, I wasn't a fan of Lovitz on SNL but liked him in other things. I just didn't feel like his particularly style of delivery meshed with the style of comedy they often tried to write him into, but found him hysterical on The Critic.
As far as Norm... dude was either beloved or reviled. Apparently his style leaves no middle room.

I liked her in The Truth About Cats and Dogs; her character in The Mystery Men has her moments but I don't know how much of the scenes I disliked were because of her or because of direction and writing. I did get the feeling that later on anytime she was onscreen, she was expected to play the same snarky, sarcastic attitude. Definitely got typecast.

Single season if I remember correctly...
14 total episodes (checked her Wiki page). So no surprise she isn't remembered much for her time there. She left because she found it miserable to be on the show.
NY Mag 1995 article on her time there (reprinted in 2008)
It's a very long, but very enlightening read - especially as you get those reminders when names pop up that this article isn't about current SNL but rather 1995 SNL.

New cast almost always suck these days. They have no stars anymore save for McKinnon who is extremely talented (but politically off-putting).
Of the old group, this is a great one that never gets mentioned that sucks:
