If I am going to conspiracy theory I would not go with the mark of the beast.
I would go with a side effect of mass sterilization as a means to Pop control.
ETA: I don't really believe that but if I am doing scifi that is what I would pick.

Nah the vaccine was a benefit of the virus for the elite ; the main intent of the virus was to Get Him. Make no bones about it.
