Is this before or after the federal government throws about $3.2 Billion at Louisiana?
I agree though. It seems like it was around $22-$26 billion not too long ago.

This was last years. On page 13 is the breakdown. Almost half of the budget is coming from the Feds.
Page 3 tells it all. Almost 18 BILLION coming from the Feds for "highways, education, healthcare, social services and disaster recovery". Things that LA ranks either dead last or pretty close to it.
Someone's pockets are getting lined up real good.

They come with so many strings attached that our highways, education, healthcare, social services, and disaster recovery will still be a train wreck.
