Gonna need some backstory to this.
That just seems like a typical fight. Dude got slammed into a wall and then kicked once while down. I've seen way, way worse school fights.
Also those kids appear to be similar sized in the beginning of the video. Angle at the end makes it look like an adult beating on a child, which is not the case.

I wouldn't be against it if it was primarily used against murderers, rapists and other violent criminals.
I've also been watching youtube doc's on those huge tent cities full of just drug addicts. I always thought to myself what would happen if we just firebombed them and just took out all the addicts inside of them. I'm convinced society would lose nothing and it would probably be a net gain.
I know the argument about how "well if they take those people out who are they going to take out next" but I'm think we are past that point in society.

David Simon was a police reporter for one of the Baltimore newspapers. Ed Burns was a former homicide detective and public school teacher.
I'm sure large parts were embellished for entertainment, however at its core it is very realistic.
Read Homicide: A Year in the Killing Streets and The Corner. Both written by David Simon. A lot of the wire material comes from those books.
