Actually, the reason is even weirder than that.

Landfills, sides of the road, etc, are filled with old diapers, they soak up moisture and gross as it is, are alluring for some larger birds, especially carrion feeders.

The will rip them open and feast on the insides, especially when other bugs have begun to breed in them. Sometimes they will grasp the diapers in their talons, or they will get caught on their bodies.

When they fly away the diaper will split open and the gelatinous insides will fall to earth

Horse shite. Buzzards don't "fly away" with carrion. It is an algae that manages to propagate in our upper atmosphere when conditions are right. Very short lived.
