Maybe they haven't invaded because, to them, it's a planet full of giant dangerous creatures. They are skeered.

It would be cool if they were like 1 inch tall but somehow packed super intelligence into their tiny little heads.
The small size would make leaving a planet very difficult for them to engineer but after time it could also be a big advantage for traveling vast distances through space.
