If Human Trafficking did occur its so marginal that it would be dishonest to say that Massage Parlors are a Bastian for Human Trafficking. That's really what I'm trying to fight in this thread. The hyperbole of it all.
Again, maybe it's because of the broad language used in defining the term "human sex tracking", but most of the cases involving massage parlors and human sex trafficking result in convictions.
I took a CLE a few years ago regarding this topic. Human sex trafficking is very prevalent but not always obvious.

You'd think if it's prevalent at Massage Parlors then more John's would be behind bars on federal charges rather than just the owner and workers getting pandering convictiins.

I conduct law enforcement in Texas. County and local cops, by law, can't even get a warrant for a wire tap. Only the Feds and Texas DPS. Nothing here gets done under the Patriot Act.

Makes sense. It was the Sheriff Department there in Florida that was able to get theirs.

From The Department of Justice
Human Trafficking is a crime that involves exploiting a person for labor, services, or commercial sex.
The Trafficking Victims Protection Act of 2000 and its subsequent reauthorizations define human trafficking as:
a) Sex trafficking in which a commercial sex act is induced by force, fraud, or coercion, or in which the person induced to perform such act has not attained 18 years of age; or
b) The recruitment, harboring, transportation, provision, or obtaining of a person for labor or services, through the use of force, fraud, or coercion for the purpose of subjection to involuntary servitude, peonage, debt bondage, or slavery. (22 U.S.C. § 7102(9)).
It seems to me that the intent of the statute is more directed at those involved in organizing the prostitution ring. Also, the federal charge/conviction is not for pandering and generally results in a significant penalty/sentence.

Yes, the end user is the demand that the trafficker is producing a supply to meet, but the john has no hand in actually doing anything with bringing the girl anywhere. I can see where if you went that route you might reduce demand and hence reduce trafficking, but you'd never get the charges to stick.

There's a lot of those in the Houston area as well. Seems like as soon as one gets busted and shut down another springs up exactly like it. I have no moral issue with prostitution as a job but it's a real problem with how these places operate.

Why do you think a client of a drug dealer gets charged with possession rather than distribution when they get arrested in a sting? The same logic works for clients of a massage parlor that get caught up in a sting operation. If they are trafficking, the owners of the establishment are charged with felonies, while the John's are charged with solicitation of a prostitute - which is a misdemeanor in most states.
