Actually, you're not supposed to present yourself for Holy Communion if you're causing scandal by supporting a serious sin, which abortion is.
The priest did her a favor, by giving her a blessing instead, that she needs to get right with God.
We're all sinners. Sincere repentance and sacramental confession (for Catholics) allow one to present oneself for Holy Communion legitimately.

You're permitted to receive the Eucharist if you haven't committed a mortal sin since your last confession. Nobody is pure of heart, but you can "take out the garbage" via Reconciliation.
Murkowski is obstinately and publicly violating the precepts of the Church by being a pro-abortion elected official. If she wants to receive Christ she should do it on His terms, not her own.
It's primarily in the global north that Catholics consider themselves entitled to Communion. In Latin America you see long confessional lines and short Communion lines because there, people have reverence for the Eucharist and won't receive it when they aren't properly disposed to do so.
Also keep in mind that Murk was most likely looking for a confrontation. How did the bishop know? A third party isn't going to be watching her closely to see if she requested a host or a blessing. And the priest didn't make a spectacle of the encounter. He simply gave a blessing, which he should do if he knows someone isn't properly disposed.
