I think this will be the next push. They do not want any rogue Sherriff's or Chiefs going against their unconstitutional mandates. This is what the "defund the police" movement is really about.

Yes, but it would be unconstitutional. Local law enforcement is not a power reserved to the federal govt, thus it’s reserved to the states.

The Trump administration did this to some extent by requiring local police and jails to hold and police and detain immigration violations without funding the effort, and by cutting federal support to local government as a punishment if they didn't do what the feds demanded.
As for Biden, there has not been any similar federal demands that I am aware of.

A bigger play would be to have the police disbanded and the UN come in to be "peacekeepers".

Federal control of education is unconstitutional as well, but they wiggled their way into controlling it via school lunch programs and Title 1 legislation that gave money to schools with all the strings attached. Plenty of European organize their law enforcement at a national level. Gendarmes, etc.
It wouldn't work here, and it isn't constitutional, but it isn't inherently evil either.
