Governor's ultimately have no control over their national guards.

Biden can take over Desantis's Guard in a heart beat. So I doubt Desantis threatened to use the guard to guarantee the freedom of movement of Floridians.

There are "state defense forces" which ostensibly are under the total control of governors. But they are either tiny or non existent.

So, basically states have no power to resist the feds. And in the case of Texas Secession, they would be powerless prevent guardsmen from being Federalized and placing state officials under arrest.

Well if you ever watch the video of George Wallace at the school house door you will see very quickly what a federalized National Guard means.

Actually he can't, especially if it comes to enforcement of an executive order. There are limited circumstances when a President can order the federalization of the National Guard but in all other aspects he can only ask the state's governor.

He can, the 2007 National Defense Authorization Act gives the president the authority to mobilize National Guard units within the U.S. without the consent of state governors.
