Trudeau did but mainly because The Donald bent him over when it came to NAFTA.
Trudeau pulled out of negotiations to try and kill any amendment to the existing GM agreement. Trump’s response was to negotiate a bilateral agreement with Mexico then give Canada the option to sign on or be left out completely.

They HATED Trump. I spent time in Quebec, New Brunswick, Nova Scotia during Trump admin. They did not hold back. Alberta might have held a more favorable opinion of his O&G support
