He is as always damned if he does, damned if he doesn't. If he does all of the traditional rides and photo op's with Biden they will criticize him. If he doesn't they will criticize him.

Maybe he's doing an honorable thing and trying to bring his supporters to HIM so they wont be tempted to go to the inauguration (or set up at the inauguration)
